Six rules that decide what you pay
1. You pay on delivery
Billing happens when a message is actually delivered — failed sends are not charged.
2. The customer's country sets the price
Rates follow the recipient's market, not where your business is based.
3. Every bubble is a message
Splitting one answer into three bubbles consumes three messages from your allowance.
4. Two windows, two logics
The 24-hour window opens when a customer writes to you; the 72-hour window opens from click-to-WhatsApp ads. They follow different rules.
5. Not every entry point earns 72 hours
Click-to-WhatsApp ads and Facebook Page call-to-action buttons qualify; a wa.me link or a QR code alone does not.
6. Service rates are flat
No volume discounts on service messages — tiered pricing applies only to utility and authentication categories.
Myths vs reality
"The 24-hour window is gone."
It still exists — it governs when you may reply with free-form messages. Cost is now a separate question: the first 1,000 service messages per number each month stay free, the rest are billed.
"You get charged as soon as a conversation opens."
Only outgoing business messages are billed. Everything your customers send you remains free, always.
"The 1,000 free messages are per account."
The allowance is 1,000 messages per phone number, per month. Numbers do not pool their allowances, and unused messages do not carry over.
"Marketing inside the 24-hour window becomes free."
Marketing templates are always billable, whatever window is open. Only conversations started from eligible click-to-WhatsApp entry points enjoy the 72-hour exception.
What you are never charged for
Every incoming message
Whatever customers send you — text, voice notes, images — is free, with no limit.
1,000 service replies per number
Your first 1,000 free-form replies each month, on every phone number, cost nothing.
The 72-hour ad window
Conversations started from click-to-WhatsApp ads or Facebook Page buttons are free for 72 hours — including templates.
How Meta's billing model works
Since July 2025 — per-message billing. Meta moved from charging per 24-hour conversation to charging for each delivered template message, priced by category and by the recipient's country.
From October 1st, 2026 — paid service replies. Free-form replies inside the 24-hour window get a free allowance of 1,000 messages per number per month; beyond that, each delivered reply is billed at your market's service rate. Utility templates also become billable inside the window.
The country gap is huge. The same message can cost more than ten times as much in one market as in another — which is why the calculator starts with the destination country.
The four billable categories
Marketing
Promotions, offers and re-engagement. The most expensive category, and the one requiring explicit opt-in.
Utility
Order confirmations, delivery updates and requested reminders tied to a transaction the customer initiated.
Authentication
One-time passcodes in a fixed format — login codes, account verification, sensitive confirmations.
Service
Your free-form replies inside the 24-hour customer window — free up to 1,000 per number monthly, billed after.
Five levers that shrink your bill
- 1. Answer FAQs with flows, not messages. Keyword-triggered flows resolve routine questions in a single reply instead of a long exchange.
- 2. Use buttons to kill clarification turns. Every bubble is a billable message — interactive buttons collapse ten-turn chats into two.
- 3. Keep transactional messages in the utility category. A promo line inside a confirmation reclassifies it to marketing at several times the price.
- 4. Consolidate replies into one bubble. One well-structured message beats three fragments — in cost and in readability.
- 5. Start campaigns from click-to-WhatsApp ads. Eligible ad entry points open a 72-hour window where your messages are free.
Pricing questions
Which country determines the rate?
The recipient's phone number prefix decides the market and therefore the rate — not where your business or your WhatsApp number is registered.
Do unused free messages roll over?
No. The 1,000-message service allowance resets every month, per phone number, and numbers do not pool their allowances.
What does SalesRep charge on top of Meta's rates?
Nothing on the messages: Meta and carrier costs are passed through at cost, with no markup. You pay your SalesRep plan — based on active contacts — and Meta's fees separately, each fully itemized.
Are these the exact rates I will pay?
They are Meta's indicative figures at the time of writing and template rates vary by country. Treat the results as a planning estimate and confirm against Meta's official rate card before committing a budget.
